VDOT advertises 53 contracts worth $273.6 million for its Nov. 18 letting

Next year's paving schedules make up more than half of the value on VDOT's bulletin board. A $44.5 million bridge replacement in Fauquier County is the largest single order.

The Virginia Department of Transportation has 53 construction orders advertised for its Nov. 18, 2026 letting, with a combined listed value of $273,644,000, according to VDOT's Construction Advertisement Bulletin Board (CABB) as of Oct. 30. One more order, a $3.4 million SMART SCALE roadway and pedestrian project in the City of Martinsville, is advertised for Dec. 16.

CABB lists each order's let date, state project number, route, county or city, value, description, location and time limit. The values in this story are the values CABB lists for each order; actual bids will differ.

Paving dominates

Thirty of the 53 orders are 2027 paving schedules, worth $144.1 million together. They break down this way:

  • Latex-modified schedules: 15 orders, $58.6 million. Their time limit on CABB is Oct. 17, 2027.
  • Plant-mix (asphalt) schedules: 14 orders, $80.2 million, with a time limit of Nov. 19, 2027.
  • Cape seal: one order, $5.3 million, covering secondary roads in Amelia, Chesterfield and Powhatan counties.

The single largest paving order is PM2U, a $13.6 million plant-mix schedule for secondary roads that CABB lists in "various" localities. A plant-mix schedule for the City of Danville and Pittsylvania County is listed at $10.7 million, and two Russell County plant-mix schedules are listed at $5.5 million and $6.4 million.

Bridges and structures

Eight orders involve bridges, structures or culverts, worth $71.2 million combined. The biggest by far is order A98, a bridge replacement on Route 66 in Fauquier County listed at $44,539,000. Its location is given as 0.280 miles west of Broad Run, and its time limit runs to May 21, 2029.

The others include a $7.5 million bridge rehabilitation on Route 81 in Roanoke County, a $5.3 million bridge rehabilitation in Pulaski County, a $4.7 million job recoating structures over railroads in Wise County, a $4.2 million bridge deck replacement in Greensville County, and a $2.8 million repair to the High Rise Bridge bascule on I-64 in Chesapeake. CABB marks the Chesapeake job as the only one on the list with a required site showing.

SMART SCALE and safety work

Seven orders are labeled SMART SCALE, Virginia's program for prioritizing transportation projects, with a combined value of $34.2 million. The largest is a $12.5 million rails-to-trail conversion in Northampton County on the Eastern Shore, with a location listed as Sunnyside Road, Cheriton. Others include a $6.5 million shared-use path near the Charlottesville/Albemarle border and a $4.5 million bike and pedestrian project in Roanoke County.

The letting also includes pedestrian safety improvements in Campbell ($4.3 million) and Tazewell ($3.9 million) counties, a $5.0 million pedestrian and road project in the City of Hopewell, a $3.2 million traffic signal and sidewalk project in Henrico County, and a $5.5 million statewide order titled "Modernizing Operations for Virginia's Evacuation Resiliency (MOVER)." Four smaller on-call orders cover guardrail repairs, bridge maintenance and ADA curb ramps.

How to bid

VDOT requires prequalification to bid on its construction contracts, and the department says prequalification is also required for first-tier subcontractors unless the contract says otherwise. Its prequalification page warns that the review may take up to 60 days from receipt of an application, so firms that are not yet prequalified are unlikely to make this letting. VDOT publishes its list of prequalified vendors and updates it weekly on Wednesday.

Each advertisement on CABB links to its notices, electronic plans or proposal, and a plan-holder list. Subcontractors and suppliers can use the plan-holder list to see which primes have taken out plans and send quotes. Bonds also matter: under Code of Virginia § 2.2-4337, Commonwealth-funded transportation projects over $350,000 require performance and payment bonds, each in the full contract amount.

What happens next

Bid results for the Nov. 18 letting will be posted on CABB. This site will add the results to its past lettings table and update each county and city hub. Firms can browse every open order on our bids page, filtered by locality and work type.
