VDOT's 2027 paving program: 30 schedules worth $144 million go to bid Nov. 18

Latex-modified, plant-mix and cape-seal schedules cover primary and secondary roads across the state. Completion dates are set for October and November 2027.

The Virginia Department of Transportation's Nov. 18, 2026 letting is, in large part, next year's paving season. Thirty of the 53 orders on VDOT's Construction Advertisement Bulletin Board (CABB) are 2027 paving schedules, listed at $144,101,000 together. That is 53% of the letting's total listed value.

Three kinds of schedules

The descriptions on CABB sort the schedules into three groups.

  • Plant mix: 14 schedules worth $80,188,000. These are asphalt resurfacing schedules. All carry a time limit of Nov. 19, 2027.
  • Latex modified: 15 schedules worth $58,620,000, with a time limit of Oct. 17, 2027. Latex-modified concrete is commonly used as a thin overlay, especially on bridge decks.
  • Cape seal: one schedule, SS4C, worth $5,293,000, covering secondary roads in Amelia, Chesterfield and Powhatan counties, also due Oct. 17, 2027.

Descriptions also say whether a schedule covers primary roads, secondary roads or both. Two schedules carry extra labels: PM3F for the City of Danville and Pittsylvania County is marked "SGR," and PM4B for Brunswick, Lunenburg and Mecklenburg counties is marked "FDR," which in paving usually means full-depth reclamation. CABB does not define these abbreviations in the table, so bidders should confirm the scope in the proposal.

The largest schedules

  • PM2U, $13,566,000: plant mix, secondary roads, localities listed as "various."
  • PM3F, $10,740,000: plant mix, primary and secondary, City of Danville and Pittsylvania County.
  • LM1E, $7,802,000: latex modified, primary and secondary, Russell and Tazewell counties.
  • LM2B, $7,387,000: latex modified, primary and secondary, Henry County.
  • PM5A, $7,071,000: plant mix, primary, Isle of Wight and Southampton counties.
  • PM2Z, $6,810,000: plant mix, secondary, Bedford and Franklin counties.

The smallest schedule on the letting is LM8C, a $1,232,000 latex-modified schedule for secondary roads in Frederick County.

Where the work is

The schedules reach every corner of the state. In Southwest Virginia, Russell County appears on three schedules (two plant-mix schedules at $5.5 million and $6.4 million, plus the Russell-Tazewell latex schedule). Northern Virginia schedules include latex-modified work in Fairfax ($2.7 million) and Loudoun ($1.6 million) and plant-mix work in Fairfax ($2.0 million) and Prince William ($4.6 million). In the Shenandoah Valley, Augusta and Frederick counties each have two schedules. Several schedules list "various" localities; the proposal for each one spells out the routes.

What it means for subcontractors and suppliers

Paving schedules generate steady work for milling contractors, trucking firms, pavement-marking crews, traffic-control companies and asphalt and aggregate suppliers. With completion dates in October and November 2027, most of this work will happen during the 2027 construction season. Suppliers that want to quote primes can use the plan-holder list attached to each order on CABB.

Data note

The figures in this story are the values VDOT lists on its advertisement bulletin board for each order. They are not bids. This site will add the apparent low bids when VDOT posts results.

How to bid

VDOT requires prequalification to bid on its construction contracts, and the department says prequalification is also required for first-tier subcontractors unless the contract says otherwise. Its prequalification page warns that the review may take up to 60 days from receipt of an application, so firms that are not yet prequalified are unlikely to make this letting. VDOT publishes its list of prequalified vendors and updates it weekly on Wednesday.

Each advertisement on CABB links to its notices, electronic plans or proposal, and a plan-holder list. Subcontractors and suppliers can use the plan-holder list to see which primes have taken out plans and send quotes. Bonds also matter: under Code of Virginia § 2.2-4337, Commonwealth-funded transportation projects over $350,000 require performance and payment bonds, each in the full contract amount.

Track it

Every schedule is listed on this site's bids page with its value and time limit, and on the hub for each county or city named in the advertisement. Results will be added after VDOT posts them on CABB.
